3 of 10 Licensees Make Sales to Underage Agent

The New York State Liquor Authority (SLA) today announced the results of an underage sting operation conducted on April 3, 2023, in Monroe County.  SLA investigators and an underage agent conducted an underage-drinking operation visiting ten licensed premises.  In total, the undercover agent was able to purchase alcohol at three of the ten businesses visited.


The businesses alleged to have sold to a minor were:


  • Culver St Paul Convenience Store Inc.
    2417 Culver Rd, Rochester
  • Golden Farms Inc.
    2280 Culver Rd, Rochester
  • 233 East Ridge Road LLC (d/b/a: Farm Fresh Express 2)
    233 E Ridge Rd, Rochester


The businesses refusing to sell to a minor were:


  • A and R Dhaliwal Inc. (d/b/a: A Plus Mart)
    2075 Ridge Rd E, Rochester
  • Pemm LLC (d/b/a: Quicklee’s)
    2590 Culver Rd, Rochester
  • Eastwest Energy Corp. (d/b/a: Get Go Express)
    2575 Culver Rd, Rochester
  • 600 Monroe Realty Inc. (d/b/a: Culver Liquor)
    2308 Culver Rd, Rochester
  • United Refining Co. of PA (d/b/a: Red Apple Food Mart)
    2271 Culver Rd, Rochester
  • Culver and Clifford LLC (d/b/a: Farm Fresh)
    1691 Culver Rd, Rochester
  • G V Market Inc. (d/b/a: G V Market)
    1441 N Clinton Ave, Rochester


Licensees charged by the SLA with underage sales face civil penalties of up to $10,000 per violation, with fines starting from $2,500 to $4,000 for a first-time offense. Repeat offenders also face possible suspension, cancellations, or revocation of their licenses.  In addition, employees or licensees who sell to minors can be arrested and charged with a misdemeanor. Persons under the age of 21 found to be using fake IDs or false documents with the intent of purchasing alcohol can be arrested and have their license revoked for a minimum of 90 days or up to one year. Undercover agents work under the direct supervision of SLA Beverage Control Investigators.
